ARDAK Corporation MOBIS Offering. ARDAK Corporation (ARDAK) will help your agency improve management and organizational effectiveness through a variety of services to include: consultation, facilitation, survey, privatization support, program integration/project management, and introduction of new or improved services. Both OSD and DARPA have used ARDAK for work of this nature.

ARDAK Corporation A-76 Study Assistance. ARDAK Corporation can assist you in all aspects of the A-76 study process to include competitive MEO and private industry proposal evaluation. ARDAK has a fifteen-year history in deriving and analyzing private industry competitive bid rate structures for both private industry and the Government, and in evaluating competitive proposals.

ARDAK Corporation Experience. ARDAK principals have a combined fifty-five years of Government service whose experience range from analyst to Deputy Assistant Secretary of Defense and a total of forty-five years experience in the commercial sector. ARDAK principals have served Government clients from both the Executive and Legislative Branches and Commercial clients from Fortune 500 to small consulting firms. One of the ARDAK founders has ten years experience as President, CEO and Chairman of the Board running a publicly traded company. An ARDAK’s principal currently serves on the Board of Trustees of a private technical university and as a member of a state BRAC. In addition to full time staff, ARDAK has extremely well qualified consultants ranging from a former Deputy Secretary of Defense to former industry CEOs. ARDAK has successfully completed hundreds of fixed price contracts that were delivered on time and within budget.

ARDAK Corporation Special Item Number (SIN) Services. ARDAK offers a wide range of services through this contract. For you convenience they are grouped according to the GSA Contract Special Item Numbers (SIN).

SIN 874 -1 Consultation Services

ARDAK shall provide expert advice, assistance, guidance or counseling in support of agencies' management, organizational and business improvement efforts. The services may include studies, analyses, reports documenting any proposed developmental, consultative or implementation efforts. Examples of consultation include but are not limited to: strategic, business and action planning; systems alignment; cycle time; high performance work; leadership systems; performance measures and indicators; process and productivity improvement; organizational assessments, program audits, and evaluations.

SIN 874 - 2 Facilitation Services

ARDAK shall provide facilitation and related decision support services to agencies engaging in collaboration efforts, working groups, or integrated product, process, or self-directed teams. Agencies bringing together diverse teams and/or groups with common and divergent interests may require a neutral party to assist them in such areas as: the use of problem solving techniques, defining and refining the agenda; convening and leading large and small group briefings and discussions; resolving disputes, disagreements and divergent views, recording discussion content and focusing decision making; providing a draft for the permanent record; debriefing and in overall planning.

SIN 874 - 3 Survey Services

ARDAK shall provide expert consultation, assistance and deliverables associated with all aspects of surveying within the context of MOBIS. Contractors shall assist with and or perform all phases of the survey process to include, but not limited to: planning survey design, sampling; survey development; pretest/pilot surveying; assessing reliability and validity; administering surveys using the various types of data collection methods as appropriate (e.g., computer assisted surveying, focus groups, written questionnaires, in-person and telephone interviewing); database administration; and analysis of quantitative and qualitative survey data.

Production of reports to include, but not limited to description of data collection and analysis of responses, briefings of results to include discussion or recommendations and follow-up actions. ARDAK shall provide assistance with action planning and implementation of recommendations as necessary.

SIN 874 - 6 Privatization Support Services and Documentation

ARDAK services may include but are not limited to, support, assistance, and documentation generation required in the conduct of OMB Circular A - 76 studies, such as development of Performance Work Statements (PWS); development of Quality Assurance Surveillance Plans [QASP]; performance of management studies to determine the Government's Most Efficient Organization (MEO], development of in-house Government cost estimates, comparisons of in-house bids, proposals for lSSA prices, and Administrative Appeal Process support.

SIN 874 - 7 Program lntegration and Project Management Services

ARDAK services may include, but not limited to, the management, and integration of programs and projects in support of Government agencies. Services may involve integration of related or complimentary programs on either an inter-agency or intra-agency basis with responsibility for meeting established performance goals and achieving performance-based outcome measures. Examples include but are not limited to: interconnecting the operations of different contractors providing outsourced activities as a result of MOBlS recommendations within an agency and or maintaining liaison amongst contractors and their functions while acting in a key contractor role (project leader).

SIN 874 - 99 lntroduction of New Service

ARDAK services also include the evaluation of new tasks, procedures, or products existing in the commercial market, which are being developed, improved, or not yet introduced to the Federal Government or not currently available under any GSA Contract and that are categorically related to the MOBlS procurement.
